HIRING OF EXTERNAL CONSULTANT FOR EFFICIENCY AND EFFECTIVENESS AUDIT OF LEGAL SERVICES DEPARTMENT OF SSGC: Background: Sui Southern Gas Company is Pakistans leading integrated gas company. The company is engaged in the business of Transmission, Distribution and Sale of Natural Gas, besides construction of high pressure transmission and low pressure distribution systems. It is operating in its franchise area of the provinces of Sindh and Baluchistan and listed in the Pakistan Stock Exchange. The Company has annual turnover of over US$ 1 billion. In order to provide un-interrupted gas supply to consumers, over 4150 Industrial, 23500 Commercial and 2.7million Domestic customers SSGC works round the c in cities and remote areas of its franchised area. Brief Description of Project: SSGCL wishes to engage the services of a Consultant (Firm registered/LLP/Company) to do the efficiency and effectiveness audit of its Legal Services (L.S) Department (Head Office and all regions) with particular focus on review of the processes and practices being followed in its corporate and litigation sections and give recommendations to further improve efficiency and productivity of L.S Department. Scope of Work: The Consultant shall be required to review the current structure, objectives, strategies, processes, practices and activities of the Legal Services department and various systems thereof through a detailed audit and accordingly provide its suggestions, recommendations and best practices to the Management and relevant Board Committee of SSGC. The scope of work shall also include the responsibilities stipulated in the Terms of Reference (ToRs) provided by SSGC. The consultant shall also be required to provide deliverables in accordance with the ToRs. Timelines: The advisory consultants will be required to submit their Proposals who are fully capable to perform relevant jobs by submitting their profiles in sealed envelope marked for ?Assessment for Hiring of External Consultant for Efficiency and Effectiveness Audit of Legal Services Department of SSGC? on or before 28-06-2021 at 1100 hours in the Tender Room, Ground Floor, CRD Building, Head Office Complex, Sir Shah Suleman Road, Gulshan-e-Iqbal Karachi, in the Office. The profiles submitted after the bid submission time will not be entertained. Qualification & Eligibility Requirement: Repu management consultants may submit their expression of interest (EOI) if they meet the below criteria, Please provide Nature of evidence to indicate meeting the Criteria: 1. Have at least twenty (20) years of management consulting experience in Pakistan and/or internationally; 2. Have at least fifteen (15) years of experience in systems & process designs, efficiency & operational reviews & audits, quality control & management systems review, re-design and gap analysis; 3. Have at least ten (10) years of experience in Risk Management pertaining to compliance, contracts, legal opinions counterparty and litigation; 4. Performed atleast one efficiency and effectiveness audit of the Law/Legal Department of a public listed company in the last 3 to 5 years; 5. Should be a company or partnership (registered) or LLP only; 6. Registered with FRB for the past 20 years; 7. Registered with SRB for the past 05 years; 8. Should appear in the Active Tax Payers Lists of both FBR and SRB; and 9. Should be active tax payer of Professional Tax to the Excise & Taxation department, Sindh. EOI Opening Time: The EOI will be opened publiy 30 minutes after its submission time and the of firms will be announced in the presence of their participants who wish to attend. SSGC reserves the right to reject all proposals and annul the EOI process. Shortlisting: The consultant will be shortlisted in accordance with the procedures set out in short listing criteria. Only short listed consultants will be offered to submit detailed RFP. The method of procurement will be Quality and Cost Based Selection as per Procurement of Consultancy Services Regulations 2010.

  1. Tender document contains detail terms & Conditions method of procurement, procedure for submission of bids, bid submission, bid validity, opening of bid, evaluation criteria clarification / rejection of bid, performance bank guarantee etc.
  2. Tender documents can be obtained from Tender Room, Ground Floor, CRD Building, Head Office Complex, Sir Shah Suleman Road, Gulshan-e-Iqbal, Karachi-75300 on payment of Rs. 2000/- for Press Tender and Rs. 1000/- for Normal Tenders from 2nd Floor, Procurement Dept., SSGC Head Office through Pay Order / Demand Draft / or SSGC's Cash Receipt from Monday to Friday between 0900 to 1600 hours. Also note that the Tender documents can be obtained prior to one day before the bid opening.
  3. Request letter for issuances of tender documents should be supported with:
    • Copy of valid GST, NTN & SST registration certificate (where applicable).
    • Undertaking on non-judicial stamp paper of Rs 100/- Certifying that supplier(s) is/are not temporarily or permanently debarred from any Government agency/authority/department (without bearing any responsibility on SSGC whatsoever in this regard).
    • Copies of all relevant Certificates/Authorization letter must be attached (where required) mentioned with Tender Enquiry.
  4. Bids will be opened publicly 30 minutes after bid submission time, bids submitted after deadline of bid submission will not be entertained. In case the bid opening date falls on holiday, bids will be opened on the next working day at the same time, in the presence of bidders or their authorized representatives who may intend to attend. In the event, if Sir Shah Suleman Road is closed for traffic, the bidders can approach to SSGC-Head Office from the DC-East Office through rear gate of SSGC-Head Office.
  5. Bidders are essentially to provide correct and latest postal, e-mail & web addresses, phone/cell/fax numbers at the time of purchase of tender documents for effective and timely communication.
  6. SSGC reserves the right to reject all bids or proposals and cancel the bidding process before acceptance of bid or Proposal.
  7. Quoted price shall be inclusive of all taxes, except GST, which shall be mentioned separately.
