Responsibilities:

    JOB SUMMARY

    The main mandate of this position is to support senior management in reviewing gas purchases are processed on a timely basis process. The incumbent is responsible to ensure timely processing of monthly gas payments and review payment vouchers before submitting to senior management. Support in reviewing compliance of tax laws related to gas purchases. Support in reviewing gas sales purchase agreement with Exploration and Purchase (E&P) companies and Re- Liquefied Natural Gas (RLNG) businesses. Prepare weighted average cost of gas and gas statements of SSGCL.

     

    JOB RESPONSIBILITIES

    • Ensure smooth and timely processing of monthly gas purchase invoices from (more than 50) gas fields, recording of purchases in books of accounts after the invoices are verified by operations.
    • Compilation of gas purchase invoices data and cross verification of working schedules, re-checking financial accuracy, and the compliance of invoices as per the provisions of GSA, OGRA price notifications, and taxation laws.
    • To ensure that all gas purchase invoices are accurate and timely entered in Oracle Financial after resolving all invoice-related issues with suppliers.
    • Ensure all payments are processed as per Gas Purchase Agreements and within due date to avoid late payment charges and litigation.
    • Ensure that M-forms for foreign exchange payments to foreign E&P companies are prepared for onward submission to State Bank of Pakistan (SBP) by Treasury department based upon Foreign Exchange allocation.
    • (Around more than 50 M-forms monthly are approved on FX Portal).
    • Liaison with Treasury department and gas suppliers to resolve payment-related queries regarding Foreign and Local payments.
    • Maintaining a detailed excel based MIS various to streamline the recording, reporting and payment process for the timely submission of key MIS figures for management review and various reconciliations reports including Circular debt reporting, Foreign payments and remittances reconciliation, and remaining balances of Creditors.

    • Review MIS reports pertaining to gas purchases including audit and compliance reports for submission to Ministry of Energy and other Federal Government departments for review.
    • Ensure liaison with transmission departments in the matters of GCS 1 (volume statement by transmission department) and ensure preparation of reconciliation of gas purchase volumes with GCS reports.
    • Prepare monthly/ quarterly and annual schedules for submission to Accounts department.
    • Recording of Line Pack, Internal consumption and purchase volumes of Gas by coordinating with operations.
    • (GCS 1 Report). 
    • Assist in coordination with inter-departments and E&P suppliers for documentation/invoice related matters resolving in a timely fashion, which includes; supplier’s reconciliations and status on payment / non-payment of gas fields, d.
    •     Applicability of off-specification discounts, EWT Discounts, other discounts as per GSPA, Bank allocations / Payment Vouchers & FX remittances reconciliations with Treasury Function, allocating new code on ERP suppliers and filed in the correct tax jurisdiction. 
    • Support immediate supervisor in preparing various memos, notes to MD, responses for Ministry and OGRA on matters relating to Finance and billing related clauses and other general matters of agreements of new gas fields agreements and amendments, approval from management for initialed / expired agreements based on legal opinion and costing (MMBTU) related queries.

    • Reviewing Debit /Credit Notes working ensuring compliance of invoices as per the provisions of GSA, OGRA price notifications, and taxation laws.
    • Ensure that any adjustment in the monthly invoices are adjusted through debit / credit notes timely, including but not limited to the following reasons:
    • The individual shall ensure compliance to the Enterprise Risk Management Framework enforced in the Company while performing job responsibilities in accordance with his assigned role.
    • The individual shall ensure compliance to the Business Principles and Ethics Policy / Code of Conduct.
    • Undertake any other task assigned by the management.
