Lieutenant General Javed Zia (R)
Lieutenant General Javed Zia (R) took over as chairman of SSGC on November 16, 2017. He replaces Dr. Miftah Ismail who served as the Company’s Chairman from November 7, 2013 to October 18, 2017. Born in Karachi on February 23, 1954, Lieutenant General Javed Zia (R) served in the Pakistan Army for 40 years. His illustrious career culminated into his elevation as Commander Southern Command at Balochistan in 2010-11. Prior to that, he served as DG Rangers Sindh, Deputy Chief of General Staff and as Adjutant General Pakistan Army. On the corporate side, he has been Chairman, Askari Bank, Chairman, Army Welfare Trust, senior executive member, governing body of DHA’s Pakistan, executive head of DHA Islamabad and member of Policy Formulation Board of Fauji Foundation’s Committee of Administration. Lt. General Javed Zia (R) served as Pakistan’s Ambassador to Libya from 2014 to 2016. Evacuation of approximately 8,000 Pakistanis from Libya to Pakistan stands out as one of his notable contributions during that period. He has also served as United Nations (UN) peace keeper at Somalia in 1993-94. The new Chairman has participated frequently in seminars held under the auspices of the UN. They include his participation in seminars held at Tokyo in 2001 and at New York in 2016. Lt. General Javed Zia (R) holds Master’s Degrees in Political Science and in Strategic Studies and is also a graduate from Command and Staff College, Quetta, US Infantry School Fort Benning, USA and National Defence University, Islamabad. He is a recipient of Hilal-e-Imtiaz (Military) and UN Service Medal (Bar).
Agha Sher Shah
Agha Sher Shah is currently Chairman and Chief Executive of Bandi Sugar Mills, a Greenfield 7,000 tons sugar mill which he successfully set up in 2012. He is also Director of Attock Cement Limited, Habib Bank Limited, Thatta Cement Company Limited, Newport Containers Terminal (Pvt) Limited and Triton LPG (Pvt) Limited. He became Director of SSGC in March 2013.
Mr. Agha Sher Shah started his career as an investment analyst covering consumer, energy and finance sectors of the S&P 500 in the US equity market. In his career spanning over 27 years, he held senior portfolio management positions in the US and global equities. Prior to his current role, he was Senior Portfolio Manager of a multi-billion dollar portfolio in Abu Dhabi Investment Authority, one of the largest sovereign wealth funds in the world. Mr. Shah has a Bachelor of Science in Engineering from Rice University and holds a Master of Business Administration from Cornell University.
Qazi Mohammad Saleem Siddiqui
Qazi Mohammad Saleem Siddiqui graduated from Mehran University of Engineering and Technology, Jamshoro with a degree in Mechanical Engineering.He was associated with the sugar industry for about five years before joining government service in November 1990. Since then, he has held various positions in the Ministry of Petroleum and Natural Resources, leading to his current post as Director General (Gas).Mr. Siddiqui is also a director on the board of Mari Petroleum Company Limited. He has also served as Director on the Boards of Pakistan Petroleum Limited and Sui Northern Gas Pipelines Limited. He is also member of Board of Governors of SAARC & Hydrocarbon Development Institute of Pakistan.
Syed Ghanzanfar Abbas Jilani
Syed Ghazanfar Abbas Jilani is Additional Secretary (Budget), Government of Pakistan. In this capacity, Mr. Jilani is responsible for preparing, executing, implementing and monitoring monthly civil accounts, quarterly fiscal tables and other cash balance and financing data reports. The main responsibility of Additional Secretary (Budget) is the preparation of the Annual Budget of the Federal Government which entails allocations of financial resources to all the ministries and their subordinate offices for meeting their current expenditure. AFS (Budget) is also tasked with the fixing the target of non-tax receipts of the Government including dividends of State Owned Enterprises. He monitors the expenditure trends and maintaining these within budgeted targets Mr. Jilani has also been responsible for the supervision of Central Directorate of National Savings. He is also Federal Government Adjuster. In addition, Mr. Jilani has worked as Deputy Auditor General (Accounting Policy) and as Chief Accounts Officer of the Ministry of Foreign Affairs. He has also remained Joint Secretary, Prime Minister’s Secretariat.
Mirza Mahmood Ahmad
Mirza Mahmood Ahmad is an established advocate of the Supreme Court and a partner at the prestigious law firm Minto & Mirza, Advocates & Solicitors. His professional career as a lawyer spans over 26 years in which he has provided invaluable services to the fields of corporate, constitutional, regulatory and banking laws. He has been involved with some of the most challenging litigations in these areas, having represented several companies and firms before different regulatory authorities including Securities & Exchange Commission of Pakistan, the Oil & Gas Regulatory Authority and the Karachi Stock Exchange. Mr. Ahmad has several publications/consultancies and research papers to his name including “Harmonizing the Code of Corporate Governance with other Laws/Regulations in Pakistan”, a UNDP-funded research study of SECP. Mr. Ahmad also serves on the board of SNGPL as the Chairman of the Finance Committee. He is also the Chairman of the Audit Committee of Pakistan Engineering Company. Mr. Ahmad also serves on the Board of Directors of MCB-Arif Habib Investments Ltd. He is also a member of the Supreme Court Bar Association as well as the Punjab Bar Council. Mr. Ahmad has an LLM from the University of Cambridge. He has been a lecturer at Quaid-e-Azam Law College since 1996 and regularly conducts lectures at the Executive Development Centre at LUMS as well as serves as the Director of Training Sessions conducted by the Institute of Chartered Accountants Pakistan.
Ghufran Memon
Mr. Ghufran Memon, Executive Director of State Life Insurance Corporation of Pakistan is also Chairman Board of Directors, Alpha Insurance (Pvt.) Ltd. He holds Master Degree in Finance from Cardiff University UK.Mr. Memon is a senior Civil Servant with more than 29 years of service at his credit. He joined Civil services of Pakistan in 1987 and since been working in different capacities in various Ministries in Federal Government departments in the province of Sindh. Mr. Ghufran Memon has International exposure of working as Commercial Counsellor in Pakistan Embassy in Indonesia and Consul General of Pakistan at Hong Kong. His special aptitude is towards Finance, Audit and Administration.
Nawabzada Riaz Nosherwani
A scion of Balochistan’s eminent Nosherwani family, Nawabzada Riaz Nosherwani specializes in the field of minerals and natural resources. He is the owner of Charkohan Mining in Quetta and Royal Minerals Corporation and KSN associates in Karachi. Mr. Nosherwani is a Bachelor of Arts from University of Balochistan and Master in International Relation and CEO of Balochistan Welfare Agency.
Sardar Rizwan Kehar
Sardar Rizwan Kehar has over 36 years of experience in Pakistan and the USA in various fields including Hi-Tech, International Banking, Finance, Management, Agriculture and Consulting. Mr. Kehar holds a Bachelor’s Degree in Engineering and a Master’s Degree in Management Systems and Finance. He is also MBA in Marketing. Mr. Kehar’s distinguished career in marked by various responsible positions in private and public limited companies.
Mr. Muhammad Riaz Khan
Mr. Muhammad Riaz Khan has served as Managing Director/CEO of the premier Oil & Gas company of the country i.e. Oil & Gas Development Company Limited . He has graduated from UET, Lahore in Petroleum and Gas Engineering. He has over 30 years of high and diversified experience in the oil and gas E & P sector, especially in leadership/managerial skills, petroleum engineering, production, joint ventures and HRM. He has supervised execution of several critical oil & gas field development projects.

Mr. Khan has attended extensive advance courses on Management, Production, Project Development and Petroleum Economics in USA, Canada and Oxford, UK. He has also attended conferences and seminars, inland and overseas. He is a certified director from EDC (University of Lahore). Currently he is a director on SSGCL, PERAC and SSGC (LPG) Boards. He remained Director on the Board of Mari Petroleum Company Limited and has also served as Director on the Board of Pirkoh Gas Company Limited. He has authored/co-authored and presented several papers. He is an active member of Pakistan Engineering Council (PEC), Petroleum Institute of Pakistan (PIP) and The Society of Petroleum Engineers (USA).

Mr. Azher Ali Choudhry
Born April 9, 1959, initial education from Divisional Public School Faisalabad, PAF College Sargodha and Government College Faisalabad. Graduated from University of Agriculture Faisalabad in 1981 and joined Central Superior Services in 1984 as an officer of Commerce & Trade Group. Holds a post graduate diploma in designing computer applications and is a certified Microsoft Professional. Had training in “Export Strategy” and in “Exporting to European Union” from International Trade Center (ITC) Geneva and CBI the Netherlands.
Mr. Hassan Nasir Jamy

Hassan Nasir Jamy is a member of Pakistan’s Civil Services since 1989. He did his MBA from Quaid-i-Azam University, Islamabad in 1986. Later on he also completed his MA in Rural Development from University of Sussex, UK (1995-96) and the Hubert H. Humphrey Fellowship Program (in Public Policy) from the University of North Carolina, USA (2003-04).

He has more than 28 years of work experience in administration and project management in a variety of core disciplines in the public sector. Exposure in policy planning and implementation, local governance structures and reforms, service delivery mechanisms in social and energy sectors, and establishment of performance evaluation systems are some of his areas of strength.

Before joining the Petroleum Division in August, 2017 he worked as Additional Secretary, Ministry of Water and Power, Government of Pakistan from October 2014 to August, 2017. He was responsible for providing Monitoring, Coordination and Policy support in development of mega projects like Tarbela-IV and Diamer-Basha Dams, Dasu and Neelum Jhelum Hydropower projects etc. He also supervised the administrative, financial and development matters of the Ministry of Water & Power, IRSA, CEA/CFFC, WCAP, NPCC, NESPAK and PCIW.

During his time in the Ministry of Water & Power, he was also assigned the position of Managing Director, National Energy Conservation Centre (ENERCON), the organization responsible for matters relating to energy conservation and energy efficiency in all sectors of the economy (industry, agriculture, transport, building and domestic).

Presently he is working as Additional Secretary, Ministry of Energy, Petroleum Division. He is supervising the Regulatory / Policy formulation functions which are performed by the Policy Wing of the Petroleum Division consisting of Directorate Generals of Petroleum Concessions, Oil, Gas and Liquefied Gases.
