Import of LNG under Third Party Access Expression of Interest
Pakistan is currently facing severe shortage of Natural Gas. In order to bridge the gas supply-demand gap, LNG import is being considered, under a third party access regime.
SSGC invites submissions of Expression Of Interest (EOI), from Companies interested in capacity allocation in the SSGC gas transportation system. Such Companies should be willing to develop their own LNG FSRU, arranging their own supply of LNG and having their own buyers of re-gasified LNG (RLNG) which also may include the Sui Companies. Interested Companies shall confirm that they will be able to satisfy reasonable technical and commercial criteria as specified by SSGC, OGRA under the prevailing LNG policy and Third Party Access Rules.
SSGC expects to have available initially, an entry and exit capacity of 500 mmcfd RLNG, supply of which must commence in 1st or latest 2nd quarter of 2012. The development of an interconnection from the entry point at the LNG terminal to the nearest specified entry point in the SSGC transmission system, will also be laid and developed by the investor. The transmission commitment and the infrastructure should have the capacity of additional supply upto 2 BCF D subject to the need and demand.
In submissions, interested Companies should describe their LNG import plans and potential RLNG transport requirements as well as their technical experience and financial capability to realize committed LNG imports into Pakistan, as per above requirement.
Submission should be forwarded at the following address by 27 June 2011, 1500 hours.
