Responsibilities:

    JOB SUMMARY:

     

    To provide overall direction and leadership to the technical operations of Transmission, Distribution and Engineering Services throughout the company’s pipeline network. To be accountable for the smooth, uninterrupted and optimal transport of gas from the Gas Sources to the Consumers and oversee/coordinate measures for reduction of UFG within Company franchise areas. To plan, guide, implement and monitor the new development projects undertaken by the company. To assist the MD in maximizing the capitalization of assets and hence profitability of the company, through timely and efficient commissioning of new projects. The position will  efficiently manage the operations of the company within the parameters and directives  provided by the MD / BOD and in compliance with the directives of the regulators to ensure production efficiency, quality and cost effective management of operations.

     

    1. INTERNAL

     

    OPERATIONAL

     

    • To direct and lead the operations of Transmission and Distribution of gas throughout the franchise area of the organization.
    • To plan and implement measures to reduce the Unaccounted for Gas losses, throughout SSGC franchise and keep UFG within International Standards and / or as prescribed by the regulators / BOD while working on result driven strategies such as Operations through rehabilitation, repair work and Coordination with Measurement and CS through Billing, CRD and meter replacement.

    • To prepare corporate strategies and annual business plan; and review activity reports of all core functions, planned and ongoing projects within the umbrella of Operations to determine their progress and status in achieving set milestones and objectives cost-effectively and efficiently.
    •  To develop and maintain business plan (long term & short term strategies) to ensure uninterrupted and efficient supply of natural gas to the consumer.

    • To manage existing gas supplies and identify / prepare to augment new gas sources (local / import) with SSGC Network.
    • To plan, implement and monitor the progress of all the development, expansion, maintenance, and rehabilitation projects for Transmission and Distribution Networks undertaken by the company.
    • To implement company HSE policies for safe and efficient operations of the Transmission, Distribution and Projects departments and ensure its implementation and compliance with statutory regulations / International standards.
    • To ensure accurate measurement of gas sales at TBS and SMS by ensuring timely calibration of meters and furnish real-time MIS to Management Committee and the Board.
    • To represent the Company in negotiations with customers, suppliers, gas producers, government departments and other key contacts / external agencies and stakeholders to secure the most effective contract terms for the Company.
    • To efficiently manage all types of crisis related to pipeline, compression, projects and security issues and maintains contingency plans to ensure uninterrupted supply of natural gas.

    • To establish and maintain effective formal and informal links with major customers, relevant government departments and agencies, local authorities, and other stakeholders, to exchange information and views.

    • To ensure smooth and efficient operations of the Meter Manufacturing Plant and efforts to market the product in local and international markets.
    • To set annual goals and targets for the assigned departments within the ambit of Operations and monitor their progress through Key Performance Indicators.
    • To ensure effective coordination with Counter Gas Theft Operations (CGTO) Department on theft operations in company franchise areas.
    • To monitor and increase overall Operational Efficiency of the assets under the ambit of Operations.

     

    FINANCIAL

     

    • To prepare Annual Revenue and Capital Budgets of Transmission, Distribution, Engineering Services and ongoing / planned Projects.
    • To review financial reports and ensure that departments and projects falling under the ambit of Operations are within their budget targets.
    •   To ensure that the financial responsibilities are de-regulated down to the sub-zonal levels.
    • To ensure proper and accurate accounting procedures for Operations Division projects are being followed in consultation with CFO.
    • To ensure adequate budgetary approvals for new projects, expansion and security with regard to Operations from MD / BOD/ OGRA.

     

    ADMINISTRATIVE

     

    • To assist the Managing Director in efficiently managing the core business and operations of the company.
    • To provide strategic advice and guidance to the Managing Director and Board, focusing on the challenges and development in the environment / industry with regard to Company Operational matters and ensuring the compliance of regulations.
    • To ensure compliance of Regulatory, Ministries and Government Directives with regard to departments falling under the ambit of Operations.

    • To approve and enforce company’s operational procedures, policies and standards in Operations Division.
    •  
    • To ensure high level of technical expertise in the personnel of the reporting departments through training, motivation and hiring.
    • To ensure smooth and coordinated functioning of all technical departments; i.
    • e. Transmission, Distribution, Engineering Services and ongoing Projects.
    • To ensure effective coordination between different departments and project sites for efficient execution of projects.
    • To ensure the implementation of directives issued by the Board and / or Board Committees, prepare timely status reports and when required attend the Board / Board’s Committee meetings.

    • To prepare and rationalize manpower plans of Operations Division to meet operational requirements.
    • To supervise, coach, guide and develop the resources of operations keeping succession planning in view.
    •  
    • To inculcate culture of continuous improvement through education / development and re-tooling by arranging in-house / specialized training for reporting executives and sub-ordinate staff at LDC or through other reputed national / international training providers in coordination with HR department.

     

    1. EXTERNAL

     

    GOVERNMENT/REGULATORS

     

    • To ensure that all operational procedures and practices of Operations Division are in conformity with the directives of the regulators.
    • To maintain cordial relationships with all the concerned government departments and officials.
    • To interact with OGRA, DG Gas and other officials regarding operational issues.
    • To interact with different government departments and local governments regarding pipeline, Right of Way and operational issues.
    • To ensure adequate security of the pipeline network, strategic installations and other assets of the company.
    • To supervise the negotiations and implementation of the Gas Sales Agreement.
    • To coordinate with GOP entities like MPNR/ENEC/DAC/PAC/OGRA etc.
    • and producers for Gas Purchase Agreement.
    • To ensure adequate approvals for GSAs, GTAs and GPAs.

     

    IMPORTANT CONSUMERS / POLITICIANS:

     

    • To optimize and improve the efficiency of Operations and this improvement should be measurable / quantifiable in a manner as approved by the MD.
    • To manage politicians / parliamentarians requests for new projects in their constituencies without compromising rules and regulations.

     

    SHAREHOLDERS / BOD:

     

    • To meet Stakeholder’s Expectations by maximizing Shareholder’s Wealth
    • To assist the MD / Board in the operations of the company by successfully executing their decisions.

     

    B. JOB REQUIREMENTS

     

    1. EDUCATION

     

    Bachelors or Masters in Engineering. Preference or added weightage will be given to those candidates who in addition have a Masters or higher degree in the above subjects or an MBA from a reputable university / recognized institution accredited by HEC. Having an engineering background / experience at local or international level will be an advantage.

     

    The candidate must have demonstrated strategic leadership being a highly experienced and seasoned leader/manager with strong qualifications and credentials.

     

    1. KNOWLEDGE AND SKILL REQUIREMENTS:

     

    • Minimum 20 years of work experience with at least five (5) years in a senior management position in a leading / renowned multinational or corporate sector.
    • Ten (10) years of Oil and Gas distribution experience with an emphasis on large infrastructure projects.
    • Must have an in depth knowledge of the functions of the different departments of the company specially distribution, transmission, engineering services, etc.
    • Must have in-depth knowledge of challenges of the gas industry.
    • Must possess ample experience in strategic planning & execution, formulating policies and Standard Operating Procedures.

    • Must have strategic mindset and demonstrated track record of devising and implementing strategies.
    • Knowledge of negotiating and contracting.
    • Skill in examining and re-engineering operations and procedures.
    • Ability to manage resources optimally.
    • Ability to analyze and interpret financial data.
    • Must have ability to exercise stringent financial control.
    • Must be self-motivated individual who is willing to take ownership of diverse assignments and responsibilities and simultaneously manage several projects effectively.
    • Ability to motivate, coach and inspire teams and build a strong culture of integrity, purpose, goodwill, trust and respect in the department.
    • Should possess strong analytical, communication & presentation skills, project management, leadership & managerial skills, interpersonal skills, emotional intelligence, problem solving and strategic planning skills.
    • Must have strong Disaster & Crisis Management skills
    • Must be an ‘Out of the Box’ thinker.

     

    1. TRAVEL & PHYSICAL REQUIREMENTS: 

     

    • Must be willing to spend a minimum of 50% time in the field.
    •  
    • Job requires willingness to work for stretched hours when required.
    • Work requires extensive travelling throughout the country especially SSGC franchise locations, project sites and to attend meetings with Ministry and OGRA etc.
    • Work requires precautionary measures for security and safety.
    • Work requires good physical and mental health to sustain work pressure.
