Engineering Graduate (16 years of education), preferably mechanical with 17 years of post-qualification experience including 5 years’ experience in senior management / leadership role. Experience of working in Oil & Gas / Public Utility Company shall be preferred.

    Job Summary

     

    The purpose of this position is to provide strategic direction and play a leadership role in managing activities related to the safe, efficient and economical distribution of natural gas in the assigned service area in a manner that optimizes the use of resources and improves financial performance. Ensure effective utilization of people, assets, and resources and implementation of operational controls, administrative and reporting procedures to help achieve company targets for improvements financial strength and operating efficiency of the SBU.

     

    Job Responsibilities

     

    • Undertake responsibility for building, developing and managing the operations for Natural Gas Distribution in the assigned service area with future expansion into other localities.
    •  
    • Manage and provide operational expertise and guidance to the workforce to meet customer performance expectations, match staffing allocations to meet customer needs and company's strategic objectives.

    • Serve as a business team manager for the natural gas distribution for the SBU and undertake responsibility for positive client, subcontractor, vendor and industry relationships including developing and executing a focused Customer Service Plan.
    •  
    • Arrange for safe work practices and implementing company safety programs throughout the area of responsibility.
    •  
    • Provide direct leadership to designated management, including coaching and mentoring employees to achieve a high level of performance.
    •  
    • Oversee and/or lead multiple construction projects including job site visits to ensure project is constructed in accordance with design, budget and schedule.
    • This also includes interfacing with subcontractors. 
    • Ensure senior management is proactively kept abreast of potential problems, work difficulties, employee issues and/or customer issues.
    • Act as the point of escalation for complex problems, both of a technical and non-technical nature, assisting in the assessment of root cause and the resolution of problems. 
    • Act as the administrative head of the assigned SBU with full responsibility for the maintenance, operation, extension and improvement of the system, under the supervision of the DMD operations
    • Maintain the approved organization structure and appropriate staffing for each position so as to assure the ability of the SBU to carry out all of its required functions, together with the screening and posting of all key personnel.
    • Arrange for preparation, of budgets and periodic reports (with available assistance from appropriate personnel of Accounts department) at such times and in such manner as necessary or as the Company directs.
    • Make full use of the capabilities of a Financial Controller and his team for carrying out all necessary accounting functions as normally required by an SBU together with responsibility for Profit & Loss for the SBU, budgeting, analysis of variances from budgets and consideration of corrective actions in the face of adverse tendencies.
    • Oversee a qualified Technical Operations function to assure formulation of plans for operating, maintaining, improving and expanding the gas distribution system in the assigned service area, as necessary, based upon economical operation and the probability of adequate financial return on the investment.
    • Review the performance of the natural gas distribution network of the regions within the SBU.
    • Ensure safe, smooth and uninterrupted supply of natural gas from Town Border Stations (TBS) and Pressure Regulation Stations (PRS) to domestic, industrial and commercial consumers in accordance with the specific load requirements of area/customers.
    • Explore, analyze and determine the most feasible options for system expansion within available budget and organizational goals for service delivery to customer groups while balancing public aspirations with economic and financial goals of the Company.
    • Build the capabilities and motivation of a business team to continually improve the activities of sales, billing, recovery and customer relations in each region of the SBU in a way that effectively meets customer requirements at optimal cost, with appropriate utilization of contemporary business practices.

    • Ensure implementation of initiatives to minimize Unaccounted for Gas (UFG) through implementation of the approved UFG plan, focusing on the targets for each Key Monitoring Indicators including network segmentation, system rehabilitation, leak detection & repairs, replacement/repair & proving of meters, vigilance surveys and theft detection.

    • Implement the company’s vision, culture, and performance standards and ensure that it is adopted at all levels of the division.
    • Agree and set performance targets, and undertake responsibility for the overall safety, licensing, quality, schedule compliance and working within project budgets.

    • Act as a mentor for key personnel within the division for execution of duties.
    • Ensure improvement in the skills of key personnel for an effective succession planning for his/her position in the future.
    • Oversee placement of the management personnel in an effort to guarantee optimal execution of duties within the division at all times.
    • Work with the division’s executives and stakeholders in order to evaluate the overall performance against targets and make necessary adjustments as is necessary. Establish Key Performance Indicators (KPIs) that the division will measure performances against and determine the effectiveness of the implemented strategies; review actual performance, appreciate progress and provide guidance to overcome shortcomings
    • Collaborate across the organization with top leadership for formulation of projects and initiatives.
    • Oversee major project(s) including planning, implementation, delivery and reporting.
    • Collaborate internally within the division with the head of departments and stakeholders in order to ensure that there is a free flow of ideas and information across the division, leading to overall performance enhancement.
    • Undertake any other task assigned by the immediate supervisor.
